Staff Analysis of the Legislation

SB 12 (Senators Seay, Henson, Tate, Thompson, Butler and Others - All Democrats)

Amends Article 6 or Chapter 2 of Title 20 of the O.C.G.A. relating to the "Quality Basic Education Act", to remove all references of "subject to appropriation by the General Assembly" and require full funding of the QBE formula based on the base amount estabished annually.

It adds a new paragraph which states, "It is the intent of the General Assembly that all of the austerity cuts made to local school systems since 2002 are fully restored in the General Appropriation act for Fiscal Year 2016."

While there is little doubt that this piece of legislation would be heralded as exactly what Georgia k-12 public education needs by all members of the public education community throughout the state, realistically, it has little to no chance of gathering much steam as authored and signed by a large slate of members of the minority party in the Senate.
